Frankly say, I will never like English if I can not use it for my everyday work. It's so boring to stay in an environment where is nobody speak Chinese.
If you want to improve your oral English, please try to talk to somebody. It would be really good if you can find a partner or you can have a group of people who are good at English speaking. If you only talk to people who only speak very poor English, I do not think you can make any progress of your speaking ability.
Another option for you is to find some good textbook, such as Crazy English, New concept English, etc. Read aloud and try to recite it.

of course,if i were you,i will make friends with foreigners.I have a foreign friend who teached in our school one year ago.but now he is living in America.I used to talk with him a lot,i think that a good way to improve oral english.you know,Since he has gone back,I went to another place to continue my study.Mr.MAI's house.by the way where do you live now?I am in wuhan,so Mr.MAI's house is a perfect place to say something with foreigners or someone else.the most improtant thing you should know is keeping practiseing!
