Spoken English is  easy, what people lack of really is a friendly environment so that they can open their mouths to speak . People who are already familiar with the rules of English , given three months of time  under  such an environment , can speak and express themselves well. Spoken ability is also closely linked to the hearing ability, you hear and understand what foreigners say does enable you to speak.

Why saying written English is more difficult ? Because :

1) People always have much higher expectation when they read; they tolerate minor grammatical mistakes in spoken English but hardly accept them when they appear in written form.

2) Spoken English is mainly composed of a series of simple sentences, yet written English consists of  very complicated sentences ,clauses.. long and short ones, with their unique, respective  structures and combinations.
