Only 80% of migrant children who qualify for nine-year compulsory education in China as of 2014 could attend public schools where their parents live, according to a report.
一份報告指出，截至2014年，我國九年義務教育階段流動兒童在父母現居住地公辦學校就讀的比例僅為80%。
?28日，21世紀教育研究院發布了國內首本流動兒童藍皮書(Blue Book of Migrant Children)。藍皮書指出，我國有超過200萬外來務工人員子女(children of migrant workers)未能進入父母現居住城市的公辦小學或初中就讀(enroll in public primary or junior schools in the cities where their parents live)。
?目前，我國尚未制定全國統一的有關農民工隨遷子女(children of rural migrant workers who live in cities with their parents)學前教育(preschool education)的管理規范，也未將其納入基本公共服務(basic public services)范疇。截至2014年年底，城市義務教育階段流動兒童(migrant children)在公辦學校就讀比例為79.5%，其余的流動兒童只能在民辦學校(private school)或者條件簡陋的打工子弟學校(poorly constructed school set up specifically for migrant children)就讀。藍皮書給出的數據顯示，2015年10月，全國流動人口總量達2.47億，作為流動人口子女的流動兒童和留守兒童(left-behind children)這兩個群體總數約1億人。
?2014年，致力于改善流動兒童生活的非政府組織(nongovernmental organization dedicated to improving the lives of migrant children)"新公民計劃(New Citizen Program)"發布的一份報告顯示，流動兒童的數量增長迅速。2000年，全國18歲以下流動兒童(migrant children under 18 years old nationwide)的數量為1980萬，2010年，該數字增至3580萬。出版該藍皮書的社會科學文獻社社長謝壽光表示，由于我國正朝建設小康社會的目標邁進(work toward the goal of building a moderately well-off society)，應對流動兒童的生存現狀和教育(living conditions and education)予以更多關注。
