Registration tickets issued on site
All 22 major hospitals under the Beijing Municipal Commission of Health and Family Planning will stop issuing registration tickets on site for nonemergency patients over the next 10 months.
在接下來的10個月里，除急診外，隸屬于北京市衛生和計劃生育委員會的22家大醫院將不再提供窗口掛號服務。
患者除了影響生命體征的急診病癥(emergency conditions)外，其余均需通過手機(mobile phone)APP、微信(WeChat)、電話、網絡或現場自助機等預約方式進行預約就診(make advance appointments/reservations)。
?預約掛號將使候診病人過多的狀況得到緩解(ease the excessive crowds of waiting patients)。此外，這種方式還可鼓勵常見病患者(patients with common ailments)去小型醫院就診，從而使重癥病患(patients with serious diseases)能夠到大醫院就醫。
?北京市衛計委還提出了實行實名制掛號(real-name registration system)的措施，要求患者預約掛號時提供身份證(ID cards)，防止號販子(ticket scalpers)鉆空子。
?針對一些老人習慣到醫院窗口現場掛號(on-site registration)，且不會使用手機、網絡等問題，北京市醫管局相關負責人稱，會在醫院現場設置自助掛號機(auto ticket issuing machines)等設備，并安排志愿者(volunteers)幫忙完成預約掛號程序。
?北京市醫管局表示，到2016年年底前(by the end of the year)，市屬醫院將全部取消現場放號，屆時總體預約掛號率預計將達到75%。
