Dear Participants and Friends,
大家好！值此第三屆世界互聯(lián)網(wǎng)大會開幕之際，我謹代表中國政府和中國人民，并以我個人的名義，向大會的召開表示熱烈的祝賀！向各位嘉賓致以誠摯的問候！
Good morning. On the occasion of the opening of the Third World Internet Conference (WIC), I wish to extend, on behalf of the government and people of China and in my own name, warm congratulations to the conference and cordial greetings to all the participants.
互聯(lián)網(wǎng)是我們這個時代最具發(fā)展活力的領域。互聯(lián)網(wǎng)快速發(fā)展，給人類生產(chǎn)生活帶來深刻變化，也給人類社會帶來一系列新機遇新挑戰(zhàn)。互聯(lián)網(wǎng)發(fā)展是無國界、無邊界的，利用好、發(fā)展好、治理好互聯(lián)網(wǎng)必須深化網(wǎng)絡空間國際合作，攜手構建網(wǎng)絡空間命運共同體。
The Internet is the most vibrant sector in our times. Its rapid development has brought profound changes to our life and work as well as new opportunities and challenges to human society. The development of the Internet knows no national or sectoral boundaries. The sound use, development and governance of the Internet thus calls for closer international cooperation and joint efforts to build a community of common future in cyberspace.
“君子務本，本立而道生。”在去年的大會上，我提出了全球互聯(lián)網(wǎng)發(fā)展治理的“四項原則”、“五點主張”，得到國際社會積極響應。中國愿同國際社會一道，堅持以人類共同福祉為根本，堅持網(wǎng)絡主權理念，推動全球互聯(lián)網(wǎng)治理朝著更加公正合理的方向邁進，推動網(wǎng)絡空間實現(xiàn)平等尊重、創(chuàng)新發(fā)展、開放共享、安全有序的目標。
As a Chinese saying goes, “A gentleman puts basic principles first, which will illuminate the way forward.” At last year’s WIC, I put forward four principles and five proposals on global development and governance of the Internet. They have been well received in the world. China will work together with the international community to ensure the common well-being of humanity, uphold cyber sovereignty, promote more fair and equitable global Internet governance and bring about an open, inclusive and secure cyberspace that features equality, mutual respect, innovation and orderly development.
本屆大會以“創(chuàng)新驅動 造福人類——攜手共建網(wǎng)絡空間命運共同體”為主題。希望大家集思廣益、增進共識、加強合作，讓互聯(lián)網(wǎng)更好造福人類。
This year’s theme is “Innovation-driven Internet Development for the Benefit of All – Building a Community of Common Future in Cyberspace”. I hope through the meeting of minds, we will achieve more consensus, enhance cooperation and enable the Internet to deliver greater benefits to mankind.
