All financially-underprivileged students in China will qualify for financial support in the next five years.
The government plans to phase out tuition fees for secondary vocational school students and exempt senior high school students who were financially disadvantaged from paying tuition fees, according to Du Yubo, vice minister of education.
Assistance programs for pre-school education will also be explored in the 13th Five-Year Plan period (2016-2020), according to Du on last Friday.
In order to improve the effectiveness of the assistance, Du urged local authorities to allocate aid on a case-by-case basis.
Benefits for poor students and children have increased in recent years. According to a report released by the Ministry of Education in August, more than 142.1 billion yuan was allocated to student assistance programs in 2014, up about 20 percent year on year.
Meanwhile, the number of students and children benefiting from programs funded by the government, loans and donations, was also on the rise.
The report said more than 85.4 million students from preschool to university received financial aid in 2014, up 6.86 percent from the year earlier.

教育部副部長杜玉波表示，政府計(jì)劃逐步分類推進(jìn)中等職業(yè)教育免除學(xué)雜費(fèi)，對普通高中家庭經(jīng)濟(jì)困難學(xué)生免除學(xué)雜費(fèi)。
杜玉波在上周五還表示，在"十三五"期間(2016-2020年)，學(xué)前教育資助制度也將會開發(fā)健全。
為了提高資助的有效性，杜玉波還敦促當(dāng)?shù)卣趥€別個案上分配資助。
貧困學(xué)生和兒童近年來獲益有所增加。根據(jù)教育部去年8月發(fā)布的報告顯示，2014年，全國累計(jì)資助金額超過1421億元，同比前一年增加了20%。
同時，受益于由政府資助項(xiàng)目、貸款和捐款的學(xué)生和兒童的數(shù)目也有所上升。
該報告還指出，2014年，從幼兒園到大學(xué)共有超過8540萬名學(xué)生得到了經(jīng)濟(jì)資助，這一數(shù)字相比同一年也增加了6.86%
