China is pushing development of the home rental market in large and medium cities to address rising rental demand from urban newcomers.
我國正在推進(jìn)大中城市租房市場的發(fā)展，以解決城市新市民日益高漲的租房需求。
近日，住房城鄉(xiāng)建設(shè)部(the Ministry of Housing and Urban-Rural Development)會同其他八個部門聯(lián)合印發(fā)了《關(guān)于在人口凈流入的大中城市加快發(fā)展住房租賃市場的通知》。《通知》指出，在一些人口凈流入的大中城市(large and medium cities with net population inflows)，存在租賃房源總量不足、市場不規(guī)范(market irregularities)、缺乏政府支持(lack of government support)等問題。
?為此，《通知》要求，人口凈流入的大中城市要搭建政府住房租賃服務(wù)平臺(set up a government-backed home rental service platform)，通過平臺提供便捷的租賃信息發(fā)布服務(wù)，保障租賃雙方的合法權(quán)益(legitimate rights and interests)。
?《通知》鼓勵各地增加租賃住房的土地供應(yīng)(increase land supply for rental housing)，加大對住房租賃企業(yè)的金融支持力度(enhance financial support for home-rental companies)。
?《通知》還指出，部分國有企業(yè)可轉(zhuǎn)型成為住房租賃企業(yè)(some State-owned enterprises could turn into home-rental companies)，引領(lǐng)這一領(lǐng)域的發(fā)展(lead the development of the sector)。政府還鼓勵地產(chǎn)開發(fā)商(real estate developer)、房屋經(jīng)紀(jì)商及地產(chǎn)服務(wù)商(property service provider)建立子公司從事住房租賃業(yè)務(wù)。
