?建立現代醫院管理制度，要堅持以人民健康為中心，堅持公立醫院的公益性，堅持政事分開(government functions be separated from institution functions)、管辦分開(supervision be separated from day-to-day operations)，堅持分類指導，鼓勵探索創新，把社會效益放在首位，實行所有權與經營權分離，實現醫院治理體系和管理能力現代化(modernization of hospital management system and capability)。
