in april 1942, four months after pearl harbour, 16 american bombers made a bombing raid on tokyo. the raid did little damage, but was a blow to japanese morale.
japan's military leaders fervently desired to retaliate against the american mainland. after two years' top-secret preparation, they launched more than 9000 bomb-laden balloons against the united states. the balloons, designed to catch the jet stream for a quick crossing of the pacific, were expected to cause forest fires and panic. only a few of them, however, reached populated areas of the united states. the only casualties were a woman and five children in oregon.
