這個題目要求進行雙邊討論。那么，我們就應該先考慮免費醫療的好處和壞處，然后考慮自己支付的好處和壞處，然后提出自己的觀點。那么，免費醫療有哪些好處呢?可以想到的就是，如果免費醫療，人們就不會再擔憂昂貴的醫療費用，尤其是對于社會上那些難以支付醫療費用的人來說，他們的身體健康就能得到比較好的保障，進而言之，他們的幸福感就會增加，而整個社會的和諧程度就隨之增加。但是，這樣的政策會給國家的財政帶來巨大的負擔，從而減少政府在教育，環保等方面的投資，再考慮自己支付醫療費用有哪些好處?自己支付醫療費用，人們就會更注重自己的身體健康，同時減輕政府的財政壓力，但壞處就是貧窮的人可能得不到較好的治療。考慮到這兩個方面后，我覺得可以提出這樣的觀點：醫療費用是否免費應該根據不同人群的收入狀況。對于那些高收入人群來說，他們應該支付醫療費用;但對于那些低收入家庭而言，政府應該最大限度地減免其醫療費用。這樣社會才會更公平，更和諧。

Should healthcare be made free for all people, or should people pay healthcare all by themselves? This is a question that faces many governments nowadays in the world.

On the one hand, many people hold the opinion that healthcare should be free. They argue that, if the healthcare is free, people will not have to worry about the expensive healthcare expenses. This is particularly important for those economically under priviledged. With free healthcare, they can go to hospital whenever they find there is anything wrong with their health without worrying about money. This will, of course, enhance their sense of well-being and the entire society will become much more harmonious. My uncle is a good example. He developed T.B. when he was at his 50s. He would be dead now but for the free healthcare policy practiced in the region where he lives. Now he and his family are very much grateful to the local government and would do everything for it.

On the other hand, there are many others who think people should pay for healthcare by themselves. Free healthcare, in their opinion, will put a huge amount of financial burden onto the government budget, which should go to more important sectors such as education and environmental protection. In addition, if people pay for their own healthcare, they will have more momentum to go in for physical exercises, and this is of course a better way to protect their health than going to hospital.

If people have to pay for their own healthcare, I think many problems may arise. The most serious one is that those poor people cannot enjoy healthcare because they are not able to afford the healthcare costs. If we take that factor into account, we may safely conclude that whether healthcare should be made free or not is dependent upon the people who receive it. If a man is rich enough to pay for his healthcare, he should be made to pay; but if a man is not rich enough, he should also receive medical care without having to pay. Only by doing so, can all people, rich and poor, enjoy the same healthcare services and live in a more just, peaceful and harmonious world.（369 words）
