中共中央、國務院4月1日印發的通知稱，設立雄安新區是以習近平同志為核心的黨中央作出的一項重大的歷史性戰略選擇(the establishment of the Xiongan New Area is a major historic and strategic choice made by the Communist Party of China Central Committee with Comrade Xi Jinping as the core)，是國家大事(be of national significance)、千年大計(a strategy crucial for a millennium to come)。
?雄安新區位于北京市西南100公里處，位于京津冀地區核心腹地，由河北省保定市所轄雄縣、容城、安新3縣組成，區位優勢明顯(incomparable geographical advantages)、交通便捷、生態環境優良、資源豐富(ample resources)，發展空間充裕(lots of room for development)。設立雄安新區將有助于疏解北京非首都功能(noncapital functions)、探索人口密集地區優化開發新模式(explore a new model of optimized development in densely populated areas)以及調整京津冀城市布局(restructure the urban layout in the Beijing-Tianjin-Hebei region)。雄安新區起步區面積約100平方公里，中期發展區面積約200平方公里，遠期控制區面積約2000平方公里。
?《人民日報》微信公眾號(WeChat official account)刊登的一篇評論文章(opinion piece, commentary)稱，設立雄安新區既不是"遷都(relocate the capital)"，也不是在通州北京副中心之外再建一個"首都副中心(capital subcenter)"。《北京城市總體規劃(2016年-2030年)》草案明確指出，首都核心功能(core functions)包括全國政治中心、文化中心、國際交往中心、科技創新中心(the nation's center of politics, culture, international exchange, technology and innovation)。雄安新區的定位是重點承接北京疏解出的城市功能(accommodate urban functions distributed from Beijing)，即與首都核心功能無關的城市功能，包括行政事業單位(administrative and public agencies)、總部企業(company headquarters)、金融機構(financial institutions)、高等院校(colleges and universities)、科研院所(scientific research institutes)等。
