"Double First-Class" initiative
The Ministry of Education, the Ministry of Finance and the National Development and Reform Commission on Thursday jointly released a selected list of universities and colleges, which will participate in the country's construction plan of "Double First-Class" initiative.
21日，教育部、財政部、國家發(fā)改委聯(lián)合發(fā)布了入選我國"雙一流"建設方案的高校名單。
?"雙一流"("Double First-Class" initiative)是黨中央、國務院作出的重大戰(zhàn)略決策。2015年8月18日，中央全面深化改革領(lǐng)導小組(the Central Leading Group for Comprehensively Continuing Reform)第十五次會議討論《統(tǒng)籌推進世界一流大學和一流學科建設總體方案》，并在當年10月由國務院印發(fā)。
?《方案》提出，到2020年，若干所大學進入世界一流行列(a number of universities are developed into world-class ones)，若干學科進入世界一流學科前列(a number of disciplines are in the leading position among world-class disciplines);到本世紀中葉，一流大學和一流學科的數(shù)量和實力進入世界前列(the number and capability of first-class universities and disciplines ranks among the best in the world)，基本建成高等教育強國。
?本次公布的"雙一流"建設高校及學科名單中共有137所高校，其中，一流大學建設高校共計42所(42 universities and colleges will be developed into first-class educational institutions)，這里面A類高校36所，包括北京大學、中國人民大學、清華大學、北京航空航天大學等，B類高校6所，包括東北大學、鄭州大學、湖南大學、云南大學、西北農(nóng)林科技大學和新疆大學。一流學科建設高校共計95所(95 universities will focus on building their preponderant disciplines into first-rate ones)，包括北京交通大學、北京工業(yè)大學、北京科技大學等。
?"雙一流"建設高校通過競爭優(yōu)選(competitive selection)、專家評選(expert evaluation)、政府比選(government assessment)、動態(tài)篩選產(chǎn)生。有關(guān)負責人強調(diào)，此次遴選認定所產(chǎn)生的是"建設"高校及"建設"學科，重點在"建設"，是邁向世界一流的起點，而不是認定這些學校和學科就是世界一流大學和一流學科(it doesn't mean that those universities and disciplines have already been recognized as first-class ones)，能否成為世界一流大學和一流學科還要看最終的建設成效。
