Yesterday,December 7th,1941--a date which will live in infamy--the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

昨天，1941年12月7日——一個遺臭萬年的日期——美利堅合眾國遭到了日本帝國海空軍蓄謀已久的進攻。

The United States was at peace with that nation and,at the solicitation of Japan,was still in conversation with its government and its emperor looking toward the maintenance of peace in the Pacific.Indeed,one hour after Japanese air squadrons had commenced bombing in the American island of Oahu,the Japanese ambassador to the United States and his colleague delivered to our Secretary of State aformal reply to arecent American message.

合眾國當時同日本處于和平狀態(tài)，并且，根據日本的請求，當時仍在同該國政府和天皇進行會談，以期維護太平洋和平。實際上，就在日本空軍中隊已經開始轟炸美國瓦湖島之后的一小時，日本駐合眾國大使還向我們的國務卿提交了對合眾國最近致日方信函的正式答復。

And while this reply stated that it seemed useless to continue the existing diplomatic negotiations,it contained no threat or hint of war or of armed attack.

雖然復函聲稱繼續(xù)現行外交談判似已無用，但并未包含有關戰(zhàn)爭或武裝進攻的威脅或暗示。

It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago.During the intervening time,the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

歷史將會證明，夏威夷距日本這么遙遠，表明這次進攻是經過許多天或甚至許多個星期精心策劃的。在此期間，日本政府蓄意以虛偽的聲明和表示繼續(xù)維護和平的愿望來欺騙美國。

The attack yesterday on the Hawaiian islands has caused severe damage to American naval and military forces.I regret to tell you that very many American lives have been lost.In addition,American ships have been reported torpedoed on the high seas between San Francis co and Honolulu

Yesterday,the Japanese government also launched an attack against Malaya.

Last night,Japanese forces attacked Hong Kong.

Last night,Japanese forces attacked Guam.

昨夜，日本軍隊襲擊了關島。

Last night,Japanese forces attacked the Philippine Islands.

昨夜，日本軍隊襲擊了菲律賓群島。

Last night,the Japanese attacked Wake Island.

昨夜，日本人襲擊了威克島。

And thi--orning,the Japanese attacked Midway Island.

今晨，日本人襲擊了中途島。

Japan has,therefore,undertaken asurprise offensive extending throughout the Pacific area.

因此，日本在整個太平洋地區(qū)采取了突然地攻勢。

The facts of yesterday and today speak for themselves.The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.

發(fā)生在昨天和今天的事證實了這一點。美國的人民已經形成了自己的見解，并且十分清楚這關系到我們國家的安全和生存的本身。

As commander in chief of the Army and Navy,I have directed that all measures be taken for our defense.But always will our whole nation remember the character of the onslaught against us.

作為三軍總司令，我已指示，采取一切措施保衛(wèi)我們的國家。我們整個國家都將永遠記住此次對我們進攻的性質。

No matter how long it may take us to overcome this premeditated invasion,the American people in their righteou--ight will win through to absolute victory.

不論要用多長的時間才能戰(zhàn)勝此次蓄謀已久的入侵，美國人民以自己的正義力量一定要贏得絕對的勝利。

I believe that Iinterpret the will of the Congress and of the people when Iassert that we will not only defend ourselves to the uttermost,but will make it very certain that this form of treachery shall never again endanger us.

我相信，我們不僅要做出最大的努力來保衛(wèi)我們自己，我們還將確保這種形式的背信棄義永遠不會再危及我們。

Hostilities exist.There is no blinking at the fact that our people,our territory,and our interests are in grave danger.With confidence in our armed forces,with the unbounding determination of our people,we will gain the inevitable triumph--so help us God.

我這樣說，相信是表達了國會和人民的意志。戰(zhàn)爭已經開始，無庸諱言，我國人民、我國領土和我國利益都處于嚴重危險之中。相信我們的武裝部隊——依靠我國人民的堅定決心——我們將取得必然的勝利，愿上帝保佑我們！

I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday,December 7th,1941,a state of war has existed between the United States and the Japanese empire.

我要求國會宣布：自1941年12月7日星期日日本發(fā)動無端的、卑鄙的進攻時起，合眾國和日本帝國之間已處于戰(zhàn)爭狀態(tài)。
