下午好！歡迎大家做客“藍(lán)廳論壇”。非常高興有機(jī)會與大家就上海合作組織有關(guān)問題進(jìn)行交流。
Good afternoon! Welcome to the Lanting Forum. I am delighted to have this opportunity to exchange views with you on the Shanghai Cooperation Organization, or the SCO.
再過一個星期，上海合作組織成立10周年紀(jì)念峰會就要在哈薩克斯坦首都阿斯塔納召開。這次峰會在上海合作組織發(fā)展進(jìn)程中具有承前啟后的重大歷史意義，也是今年中國外交的一場重頭戲。中方將此次峰會視為同各方深化合作的重要機(jī)遇，正全力以赴為胡錦濤主席參會做最后的準(zhǔn)備。
In one week's time, the summit to commemorate the 10th anniversary of the Organization will be held in Astana, the capital of Kazakhstan. It will be a historic event that connects the past and future development of the SCO. It will also be a major stage for China's diplomatic activities in this year. Taking the summit as an important opportunity to deepen cooperation with all other SCO member states, China is sparing no efforts in making the final preparations for President Hu Jintao's participation.
對于上海合作組織來講，除了即將舉行的隆重慶祝活動，我們還應(yīng)該冷靜回顧這10年走過的路，看看組織成立之初設(shè)定的宗旨和任務(wù)有沒有實現(xiàn)？組織發(fā)展過程中遇到了哪些困難和挑戰(zhàn)？今后又應(yīng)當(dāng)朝哪個方向努力？
For the SCO, apart from grand celebration activities, we should buckle down, review the journey of the past ten years and ask ourselves the following questions. Have the purposes and tasks identified at the inception of the organization been fulfilled? What difficulties and challenges the SCO has encountered in the course of its development? Where should it go from here?
我們在峰會召開前夕，以上海合作組織為主題舉辦“藍(lán)廳論壇”，就是想在這個歷史性的時刻，開拓思路，集思廣益，與大家共同探討上海合作組織的發(fā)展問題，以及中國怎樣更好地參與和推動組織框架內(nèi)的各項合作。
As the summit approaches, we are holding the Lanting Forum today with a focus on the SCO to broaden our horizon and pool wisdom at this historic moment. We hope to explore with you the development of the Organization and ways for China to better participate in and promote the SCO cooperation in various fields.
今天，我們邀請了部分資深外交官和知名學(xué)者，還有駐華使節(jié)和媒體代表。感謝大家百忙之中前來參加這次論壇。在座各位朋友有的親身參與了上海合作組織建立和發(fā)展的有關(guān)工作，有的長期關(guān)注和研究這個組織，對許多問題都有自己的獨到見解。希望今天能與各位朋友坦誠深入地開展交流。作為拋磚引玉，下面我先談?wù)剮c個人思考和看法。
Today we have invited some veteran diplomats, renowned scholars, diplomatic envoys and friends from the media. I thank all of you for attending the forum despite your busy schedules. Some of you have personally engaged in the establishment and development of the SCO. Some have insightful observations on many related issues after following and studying this Organization for years. I hope today we can have candid and deep-going exchanges. By way of introduction, I wish to share with you my observations and views to kick off a wonderful discussion.
10年來，上海合作組織從初創(chuàng)到成熟，從建章立制至高效運轉(zhuǎn)，在各個領(lǐng)域都取得了令人矚目的成就。
Ten years ago, the SCO was founded and institutional building just begun. Now it has turned into a mature and highly efficient organization and made remarkable achievements in various areas.
——政治上，成員國互信水平不斷提高。早在上海合作組織的前身“上海五國”時期，各方就在解決邊界問題、加強(qiáng)邊境軍事領(lǐng)域信任的過程中奠定了堅實的政治互信基礎(chǔ)，為各國人民消弭冷戰(zhàn)遺跡，開啟友好合作鋪平了道路。上海合作組成立后，成員國在獨立、主權(quán)和領(lǐng)土完整等核心利益問題上相互堅定支持，在國際和地區(qū)事務(wù)中密切配合，有效維護(hù)了共同利益。2007年8月締結(jié)的《成員國長期睦鄰友好合作條約》，進(jìn)一步將成員國人民“世代友好，永保和平”的夙愿以法律形式固定下來，成為本地區(qū)實現(xiàn)持久和平的重要保障。
On the political front, mutual trust among member states is constantly increasing. Even before the founding of the SCO, members of the "Shanghai Five", the predecessor of the SCO, had laid a solid foundation of political mutual trust in the process of addressing the boundary questions and enhancing confidence in the military field in border areas, thus paving the way for people in the region to overcome Cold War legacy and conduct friendly cooperation. Since the SCO was founded, member states have firmly supported each other on issues concerning such core interests as independence, sovereignty and territorial integrity. They have coordinated closely and effectively safeguarded their common interests on international and regional affairs. The Treaty on Long-term Good-Neighborliness, Friendship and Cooperation concluded in August 2007 has codified the common aspiration of the people of the member states to carry forward friendship and peace from generation to generation and served as an important safeguard for enduring peace in the region.
——組織建設(shè)方面，機(jī)制化和法制化建設(shè)進(jìn)展順利。建立起較完善的機(jī)制體系和運作機(jī)制，包括元首、總理、安全會議秘書、各部門負(fù)責(zé)人和國家協(xié)調(diào)員會議等多層次、寬領(lǐng)域會晤機(jī)制，以及秘書處和地區(qū)反恐怖機(jī)構(gòu)兩大常設(shè)機(jī)構(gòu)，擁有了作為一個高水平國際組織應(yīng)具備的各項要素和法律基礎(chǔ)，為未來發(fā)展打下了良好的根基。
As for organic development, smooth progress has been made in institutional building. The SCO has developed a fairly full-fledged institutional system and operational mechanisms, including a multi-tiered, wide-ranging meeting mechanism comprised of the heads of state meeting, heads of government meeting, security council secretaries meeting, heads of ministries and agencies meeting and national coordinators meeting, and two permanent agencies, namely, the Secretariat and the Regional Counter-Terrorism Structure. It has all the necessary elements and legal basis for a high-level international organization and enjoys a sound basis for future development.
——安全上，地區(qū)和平穩(wěn)定得到有力維護(hù)。上海合作組織成立伊始，成員國就在首次峰會上簽署了《打擊恐怖主義、分裂主義和極端主義上海公約》，將打擊“三股勢力”明確列為上海合作組織的重要任務(wù)。此后，各方又簽署了反恐怖主義公約、禁毒合作協(xié)議、合作打擊犯罪協(xié)定等多個安全合作文件，將合作范圍逐步擴(kuò)展到戰(zhàn)略安全、防務(wù)安全、執(zhí)法安全、信息安全、禁毒、反洗錢、打擊跨國有組織犯罪等廣泛領(lǐng)域，合作內(nèi)容迅速充實豐富。成員國定期舉行雙邊和多邊反恐演習(xí)，并在大型國際活動安保方面開展合作，為維護(hù)本地區(qū)和平穩(wěn)定發(fā)揮了巨大作用。
On the security front, regional peace and stability have been effectively safeguarded. The SCO member states singed the Shanghai Convention on Combating Terrorism, Separatism and Extremism at the very first SCO summit, which clearly identifies the fight against the "three forces" as the major task of the SCO. Since then, the member states have signed a number of other security cooperation documents, such as the SCO Convention Against Terrorism, the Anti-drugs Cooperation Agreement and the Agreement on Joint Fight Against Crimes. Thus the SCO cooperation has been gradually expanded and rapidly enriched in wider areas including strategic security, defense security, law enforcement security, information security, counter-narcotics, anti-money laundering and fight against transnational organized crimes. Member states have conducted bilateral and multilateral counter-terrorism exercises on a regular basis, collaborated on providing security for major international events, and played a huge role in upholding regional peace and stability.
——經(jīng)濟(jì)上，區(qū)域合作取得階段性進(jìn)展。上海合作組織成員國于2003年9月簽署《多邊經(jīng)貿(mào)合作綱要》，明確發(fā)展目標(biāo)，制定具體措施，積極挖掘潛力。各方大力開展經(jīng)貿(mào)、金融、能源、交通、通信、農(nóng)業(yè)等務(wù)實合作，共同抵御金融危機(jī)，應(yīng)對全球化挑戰(zhàn)，在實現(xiàn)貿(mào)易投資便利化、實施互聯(lián)互通項目方面取得了階段性進(jìn)展。中方先后承諾向其他成員國提供120多億美元優(yōu)惠貸款，有力推動了成員國之間的多雙邊務(wù)實合作。10年來，中國與上海合作組織成員國貿(mào)易額從121億美元提高到將近900億美元，同比增長7倍，高于同期中國對外貿(mào)易總額的増幅。與此同時，上海合作組織成員國已成為中國海外投資最重要、最優(yōu)先的區(qū)域之一。
On the economic front, progress has been made in regional cooperation. The SCO member states signed the Program of Multilateral Trade and Economic Cooperation in September 2003 to identify development goals, formulate specific measures and vigorously tap cooperation potential. All parties have actively engaged in practical cooperation in the fields of economy, trade, finance, energy, transportation, telecommunications and agriculture, worked together to tackle the financial crisis and meet the challenges brought by globalization, and made headway in trade and investment facilitation and projects to enhance interconnectivity. The Chinese side has pledged a total of over US$12 billion concessional loans to other member states, which has greatly boosted bilateral and multilateral practical cooperation among member states. Trade between China and other SCO member states has soared from US$12.1 billion to nearly US$90 billion in the past ten years, representing a 7-fold increase. Such trade growth is higher than that of China's total foreign trade during the same period. Meanwhile, SCO member states have become one of the most important and prioritized regions for China's outbound investment.
——人文領(lǐng)域，各國傳統(tǒng)友誼歷久彌新。上海合作組織高度重視人文領(lǐng)域合作，大力弘揚(yáng)和發(fā)展成員國間的傳統(tǒng)友好關(guān)系，奠定組織發(fā)展的民意基礎(chǔ)。成員國間在文化、教育、衛(wèi)生、科技、緊急救災(zāi)、體育、旅游等領(lǐng)域的合作不斷推進(jìn)，簽署了一系列合作文件。上海合作組織大學(xué)業(yè)已啟動，成為上海合作組織成員國開展教育領(lǐng)域合作的嶄新平臺。成員國間人員交往日益密切，各國人民應(yīng)成為“好鄰居、好伙伴、好朋友”的思想深入人心。
On the cultural front, the traditional friendships between member states have gone from strength to strength. With much emphasis on cultural cooperation and people-to-people exchanges, the SCO has carried forward and advanced the traditional friendships between member states, thus consolidating the popular support for its development. The SCO member states have constantly promoted their cooperation in culture, education, health, science, technology, disaster relief, sports, tourism and other fields, and signed a series of cooperation documents. The SCO University has been launched, becoming a new platform for SCO cooperation in education. People-to-people exchanges among member states have been closer. The concept that the people in this region should be "good neighbors, good partners and good friends" has been widely accepted.
——對外交往方面，組織國際地位和影響力不斷提升。上海合作組織的宗旨和原則得到國際社會普遍認(rèn)同，希望與上海合作組織建立合作關(guān)系的國家和國際組織越來越多。目前，上海合作組織已擁有4個觀察員國和2個對話伙伴國，與聯(lián)合國、獨聯(lián)體、東盟等地區(qū)和國際組織建立了合作關(guān)系，合作范圍不斷擴(kuò)大。上海合作組織還積極參與解決阿富汗問題，為加快阿富汗和平重建進(jìn)程作出了自己的貢獻(xiàn)。土庫曼斯坦總統(tǒng)、阿富汗總統(tǒng)多次應(yīng)邀出席組織峰會，充分顯示出上海合作組織對本地區(qū)不同類型國家的吸引力。憑借自身的努力，上海合作組織被聯(lián)合國認(rèn)定為處理本地區(qū)安全問題所有層面不可或缺的區(qū)域組織。
In external relations, the international standing and influence of the Organization has kept rising. The purposes and principles of the SCO have been widely endorsed by the international community. More and more countries and international organizations have shown desire to enter into cooperative relations with the SCO. The Organization now has four observers and two dialogue partners. It has established cooperative relations and expanded the scope of cooperation with regional and international organizations such as the United Nations, the Commonwealth of Independent States (CIS), and ASEAN. The SCO has taken an active part in addressing the issue of Afghanistan, and made its own contribution to an accelerated process of peace and reconstruction in Afghanistan. The presidents of Turkmenistan and Afghanistan attended the SCO summits several times upon invitation, which bespeaks SCO's appeal to different types of countries in this region. Thanks to its own efforts, the SCO has been regarded by the UN as an essential regional organization for addressing security in the region in all its dimensions.
上海合作組織之所以在短短10年內(nèi)，就由一個新生的區(qū)域合作組織成長為地區(qū)和平、穩(wěn)定、發(fā)展的建設(shè)性力量，最主要的原因，就在于它把互信、互利、平等、協(xié)商、尊重多樣文明、謀求共同發(fā)展的“上海精抻”作為成員國合作的基本準(zhǔn)則。它選擇的發(fā)展道路和合作方式符合全體成員國的共同利益，順應(yīng)了當(dāng)今世界和平、發(fā)展與合作的主流。上海合作組織的發(fā)展證明，歷史不會終結(jié)，文明可以交融。
Within a short span of ten years, the SCO has developed from an emerging regional organization for cooperation into a constructive force for regional peace, stability and development. The most important reason is that it takes the "Shanghai Spirit", featuring mutual trust, mutual benefit, equality, consultation, respect for diversified civilizations and pursuit of common development as the basic principle for cooperation. The development path and cooperation approach it has chosen serve the common interests of all member states, and accord with the general trend for peace, development and cooperation. The message proven by the development of the SCO is clear: the history will not end and different civilizations can converge.
我認(rèn)為，上海合作組織10年來的發(fā)展經(jīng)驗給了我們以下幾點深刻啟示：
In my view, the ten years' development of the SCO has given us the following inspirations.
一一睦鄰友好是基礎(chǔ)。上海合作組織主張成員國相互支持維護(hù)國家獨立、主權(quán)、領(lǐng)土完整的原則立場和努力，相互尊重各國根據(jù)本國國情自主選擇政治、經(jīng)濟(jì)、社會和文化發(fā)展道路的權(quán)利，互不干涉內(nèi)政，互不使用或威脅使用武力。恪守大小國家一律平等的民主原則，成員國真誠相待，在協(xié)商一致基礎(chǔ)上決定組織的所有事項，有力維護(hù)了成員國共同利益。
--Good-neighborly friendship is the basis. The SCO stands for mutual support of member states for each others' principled positions and efforts for national independence, sovereignty and territorial integrity, mutual respect for each others' rights to independently choose political, economic, social and cultural development paths suited to their national conditions, non-interference in each others' internal affairs and no use or threat of force. We in the SCO have strictly adhered to the democratic principle of equality among all countries, big or small, treated each other with sincerity, and made decisions on all SCO matters on the basis of consensus, thus effectively safeguarding the common interests of all the member states.
一一團(tuán)結(jié)互助是保障。針對國際和地區(qū)形勢的風(fēng)云變幻，影響本地區(qū)和平穩(wěn)定的各種外部沖擊，上海合作組織成員國并肩打擊“三股勢力”、維護(hù)地區(qū)安寧穩(wěn)定；攜手應(yīng)對國際金融危機(jī)，共克時艱；共同促進(jìn)國際和地區(qū)事務(wù)密切協(xié)作，一致發(fā)聲。堅信團(tuán)結(jié)就是力量，聯(lián)合才能自強(qiáng)。面對困難，同舟共濟(jì)，應(yīng)對挑戰(zhàn)，休戚與共，是我們堅持以集體力量營造良好發(fā)展環(huán)境的珍貴法寶。
--Unity and mutual assistance is the guarantee. In light of the changing international and regional landscapes as well as various external impact on regional peace and stability, SCO member states have fought side by side against terrorism, separatism and extremism to uphold tranquility and stability in the region. We have worked hand in hand in tackling the international financial crisis to tide over the difficulties. We have collaborated closely and spoken in one voice on international and regional affairs. We have held the conviction that strength comes from unity and development of one country comes from the cooperation between us all. In face of difficulties and challenges, we have weathered the storm together and shared weal and woe. This is our valuable asset, the ability to create an enabling environment for development through collective strengths.
一一互利共贏是核心。上海合作組織追求合作共贏、共同發(fā)展、共享繁榮。根據(jù)形勢變化和各國需求，不斷拓展合作領(lǐng)域，充實合作內(nèi)涵，發(fā)掘合作潛力，擴(kuò)大共同利益。根本目的是確保成員國民眾從合作中不斷受益，增強(qiáng)凝聚合作的經(jīng)濟(jì)社會基礎(chǔ)，為組織長遠(yuǎn)發(fā)展提供源源不斷的動力。
--Mutual benefit and win-win progress is the key. The SCO aims at common development and common prosperity through win-win cooperation. In response to the changing situation and the needs of each member state, the Organization has made sustained efforts to expand and enrich cooperation in order to fully realize cooperation potential and advance common interests. The fundamental purpose is to ensure that the people of SCO member states can enjoy continued benefits from such cooperation so as to solidify economic and social foundations for closer cooperation and generate an inexhaustible driving force for the long-term development of the Organization.
一一和平發(fā)展是旗幟。上海合作組織踐行以互信、互利、相互尊重、平等協(xié)商為核心的新安全觀，奉行開放、包容、透明和不針對任何第三方的原則，積極致力于同各方開展交流合作，致力于在國際地區(qū)事務(wù)中發(fā)揮建設(shè)性作用，致力于構(gòu)建持久和平、共同繁榮的和諧地區(qū)，致力于推動國際秩序朝更加公正合理的方向發(fā)展。
--Peaceful development is the banner. The SCO follows a new security concept featuring mutual trust, mutual benefit, mutual respect and consultation on an equal footing. It upholds the principles of openness, inclusiveness, transparency and non-targeting at any third party. It works to vigorously develop exchanges and cooperation with other parties, play a constructive role in international and regional affairs, build a harmonious region of enduring peace and common prosperity, and promote a more just and equitable international order.
上海合作組織10年發(fā)展所取得的巨大成就允許我們更加自信地說，成員國當(dāng)初成立組織的選擇是正確的，我們?yōu)榻M織規(guī)劃的發(fā)展道路是正確的，所秉持的宗旨是正確的。上海合作組織已發(fā)展成為歐亞大陸不可或缺的重要建設(shè)性力量，發(fā)展成為成員國可以信賴和倚重的區(qū)域合作組織。這項選擇，這條道路，這種精神，這個模式，理應(yīng)得到更好地延續(xù)和傳承。
The success story of the SCO in its 10-year development has given us more confidence to say that the choice we made 10 years ago to set up such an organization is correct, the path we have charted for its development is viable and the purposes pursued by this organization are right. The SCO has now become an indispensable and constructive force in Eurasia and a regional cooperation organization that its member states can trust and count on. This choice, this path, this spirit and this model should be carried forward in a better way.
同時，我們也要清醒地看到，今天的國際和地區(qū)形勢較10年前更加復(fù)雜多變，上海合作組織鞏固地區(qū)安全、促進(jìn)共同發(fā)展的任務(wù)更加艱巨。站在新的歷史起點上，我們要繼承和發(fā)揚(yáng)過去10年形成的優(yōu)良傳統(tǒng)和寶貴經(jīng)驗，找準(zhǔn)上海合作組織未來10年的發(fā)展方向，確保地區(qū)國家最大限度地從上海合作組織發(fā)展中獲益。
That said, we must be keenly aware that today's international and regional situations are much more complex and fluid than 10 years ago, in which the SCO faces a more arduous task of consolidating regional security and promoting common development. Standing at a new historical starting point, we need to carry forward and build on the fine traditions and valuable experience of the past decade, and chart the right course of the development of the SCO in the next 10 years to ensure that such cooperation can bring the maximum benefit to countries in the region.
我們認(rèn)為，今后10年，上海合作組織可從以下幾個方面入手深化合作，著重加強(qiáng)能力建設(shè)。
In our view, efforts should be made in the following aspects to deepen cooperation and strengthen capacity building of the SCO in the next 10 years.
第一，堅持不懈地加強(qiáng)政治互信，不斷提高應(yīng)對各種挑戰(zhàn)的能力。上海合作組織要在涉及成員國核心利益的問題上加強(qiáng)磋商與溝通，就重大國際政治、安全、經(jīng)濟(jì)、金融問題協(xié)調(diào)并制定共同立場，提高防范和處置危機(jī)的能力和效率。要在堅持協(xié)商一致原則的前提下，靈活務(wù)實地開展合作，更加重視落實成效，認(rèn)真完成好各項目標(biāo)和任務(wù)。
First, continue to strengthen political mutual trust and enhance the ability to meet various challenges. The SCO needs to step up consultation and communication on issues concerning the core interests of member states, coordinate and formulate common positions on major international political, security, economic and financial issues, and become more capable and efficient in preventing and managing crises. SCO cooperation should be carried out on the basis of consensus and in a flexible and pragmatic manner. More emphasis should be placed on concrete outcomes and fulfillment of various goals and tasks.
第二，堅持不懈地深化安全合作，有效增強(qiáng)抵御現(xiàn)實威脅的能力。維護(hù)本地區(qū)的和平、安全與穩(wěn)定是成員國面臨的首要任務(wù)和共同關(guān)切。上海合作組織要把握影響地區(qū)安全的核心問題與關(guān)鍵因素，建立更加完善的安全合作體系。要毫不懈怠地進(jìn)一步打擊“三股勢力”、毒品和跨國犯罪，保障國際信息安全。要定期舉行聯(lián)合反恐演習(xí)，擴(kuò)充安保合作機(jī)制，切實采取措施保護(hù)多邊交通、能源、通信基礎(chǔ)設(shè)施以及交通運輸工具的安全。
Second, continue to deepen security cooperation and effectively strengthen the ability to resist real threats. Maintaining peace, security and stability in the region is the top priority and shared concern of all SCO member states. The Organization needs to grab hold of the core issues and key factors affecting regional security and put in place a full- fledged system for security cooperation. It should spare no efforts in fighting against terrorism, separatism and extremism, drug trafficking and other transnational crimes and safeguarding global information security. It should hold joint counter-terrorism exercises regularly, expand the cooperation mechanism for security assurance and take concrete measures to ensure the security of multilateral transport, energy, telecommunications infrastructure and means of transportation.
第三，堅持不懈地推進(jìn)務(wù)實合作，全面提升可持續(xù)發(fā)展的能力。上海合作組織應(yīng)繼續(xù)推進(jìn)域內(nèi)交通、能源、通信基礎(chǔ)設(shè)施互聯(lián)互通和自由貿(mào)易安排，加強(qiáng)宏觀經(jīng)濟(jì)監(jiān)測，擴(kuò)大本幣結(jié)算，建立專門賬戶和開發(fā)銀行，設(shè)立能源和糧食安全合作機(jī)制，加強(qiáng)科技創(chuàng)新，加強(qiáng)非資源和民生領(lǐng)域合作，深入發(fā)掘應(yīng)對新危機(jī)和促進(jìn)可持續(xù)發(fā)展的動力。
Third, continue to advance practical cooperation and raise the capability for sustainable development in all aspects. The SCO should continue increasing inter-connectivity of transport, energy, telecommunications and other infrastructure in the region and advancing free trade arrangements. It should step up macroeconomic monitoring, expand the use of local currencies in trade settlement, and establish special accounts and development banks. It should put in place cooperation mechanisms for energy and food security, spur innovation in science and technology and strengthen cooperation in the non-resources sectors and areas essential to people's well-being. It should work harder to find driving forces for addressing future crises and promoting sustainable development.
第四，堅持不懈地擴(kuò)大人文交流，進(jìn)一步鞏固傳承世代友好的能力。上海合作組織應(yīng)建設(shè)教育、醫(yī)療服務(wù)網(wǎng)絡(luò)，加強(qiáng)文化和青年交流，開展旅游和體育合作，不斷豐富本地區(qū)人民的精抻食糧。中方支持建設(shè)上海合作組織預(yù)警救災(zāi)中心，提高救災(zāi)搶險能力。去年，50名吉爾吉斯斯坦受傷兒童在三亞接受中醫(yī)藥康復(fù)治療，取得良好療效。上海合作組織應(yīng)將利用傳統(tǒng)醫(yī)學(xué)手段進(jìn)行康復(fù)治療，特別是針對兒童的康復(fù)療養(yǎng)作為衛(wèi)生領(lǐng)域的長期示范項目。
Fourth, continue to expand people-to-people and cultural exchanges to cement and carry forward traditional friendship to future generations. The SCO should enrich the lives of the people in this region by developing networks of education and medical services, intensifying cultural and youth exchanges and conducting cooperation in tourism and sports. China supports the establishment of an SCO early-warning and disaster relief center to strengthen disaster rescue and relief capabilities. Last year, 50 injured Kyrgyz children received traditional Chinese therapy for rehabilitation in Sanya, Hainan Province, and the results were satisfactory. It is important for the SCO to set up a long-term public health demonstration project of using traditional medicine for rehabilitation and treatment of patients, especially children patients.

作為上海合作組織創(chuàng)始成員國，中方始終高度重視并以自身的積極參與推動組織發(fā)展。10年來，中方不斷加大對上海合作組織政治、經(jīng)濟(jì)和人文等領(lǐng)域投入，積極完善機(jī)制建設(shè)，多次為實施多邊交通、能源、通信網(wǎng)絡(luò)項目以及應(yīng)對國際金融危機(jī)提供大規(guī)模信貸支持，為成員國培訓(xùn)各領(lǐng)域?qū)I(yè)人才、為推動成員國共同發(fā)展做出了實際貢獻(xiàn)。中方對上海合作組織的政策是根據(jù)成員國共同利益作出的戰(zhàn)略選擇，不會因一時一事而改變。中方期待著各方在此次峰會上作出新的歷史性抉擇。相信在成員國共同努力下，峰會一定會取得圓滿成功。
As a founding member of the SCO, China has always placed high importance on and taken an active part in the development of the Organization. Over the past 10 years, China has increased its input in SCO political, economic and cultural cooperation and people-to-people exchanges and worked actively to improve its institutions. It has provided several big credit supports for the implementation of multilateral transport, energy, telecommunications network projects and the efforts against the international financial crisis, and helped to train various professionals of other SCO member states, making real contribution to the common development of all member states. China's policy towards the SCO is a strategic choice made in light of the shared interests of all member states and will not change because of any single event at a particular time. China expects all parties to make new and historic decisions at the upcoming summit. We believe that this summit will be a full success with concerted efforts of all member states.
今年6月阿斯塔納峰會結(jié)束后，中方將接任上海合作組織輪值主席。在此后一年中，中方將與其他成員國保持密切溝通，認(rèn)真設(shè)計年度計劃，周密籌備和組織重大活動，就組織框 架內(nèi)各領(lǐng)域合作積極提出設(shè)想和倡議，大力推動各方務(wù)實合作不斷向前發(fā)展，為組織下一個10年奠定良好開局。
After the Astana Summit in June, China will take on the rotating Chairmanship of the SCO. In the following year, we will stay in close communication with all other member states to carefully design the plan for the year and meticulously prepare for and organize major events. We will put forward ideas and initiatives on SCO cooperation in various fields and vigorously promote practical cooperation between member states. By so doing, we hope to kick off a good start for the development of the Organization in the next 10 years.

Good afternoon! Welcome to the Lanting Forum. I am delighted to have this opportunity to exchange views with you on the Shanghai Cooperation Organization, or the SCO.
再過一個星期，上海合作組織成立10周年紀(jì)念峰會就要在哈薩克斯坦首都阿斯塔納召開。這次峰會在上海合作組織發(fā)展進(jìn)程中具有承前啟后的重大歷史意義，也是今年中國外交的一場重頭戲。中方將此次峰會視為同各方深化合作的重要機(jī)遇，正全力以赴為胡錦濤主席參會做最后的準(zhǔn)備。
In one week's time, the summit to commemorate the 10th anniversary of the Organization will be held in Astana, the capital of Kazakhstan. It will be a historic event that connects the past and future development of the SCO. It will also be a major stage for China's diplomatic activities in this year. Taking the summit as an important opportunity to deepen cooperation with all other SCO member states, China is sparing no efforts in making the final preparations for President Hu Jintao's participation.
對于上海合作組織來講，除了即將舉行的隆重慶祝活動，我們還應(yīng)該冷靜回顧這10年走過的路，看看組織成立之初設(shè)定的宗旨和任務(wù)有沒有實現(xiàn)？組織發(fā)展過程中遇到了哪些困難和挑戰(zhàn)？今后又應(yīng)當(dāng)朝哪個方向努力？
For the SCO, apart from grand celebration activities, we should buckle down, review the journey of the past ten years and ask ourselves the following questions. Have the purposes and tasks identified at the inception of the organization been fulfilled? What difficulties and challenges the SCO has encountered in the course of its development? Where should it go from here?
我們在峰會召開前夕，以上海合作組織為主題舉辦“藍(lán)廳論壇”，就是想在這個歷史性的時刻，開拓思路，集思廣益，與大家共同探討上海合作組織的發(fā)展問題，以及中國怎樣更好地參與和推動組織框架內(nèi)的各項合作。
As the summit approaches, we are holding the Lanting Forum today with a focus on the SCO to broaden our horizon and pool wisdom at this historic moment. We hope to explore with you the development of the Organization and ways for China to better participate in and promote the SCO cooperation in various fields.
今天，我們邀請了部分資深外交官和知名學(xué)者，還有駐華使節(jié)和媒體代表。感謝大家百忙之中前來參加這次論壇。在座各位朋友有的親身參與了上海合作組織建立和發(fā)展的有關(guān)工作，有的長期關(guān)注和研究這個組織，對許多問題都有自己的獨到見解。希望今天能與各位朋友坦誠深入地開展交流。作為拋磚引玉，下面我先談?wù)剮c個人思考和看法。
Today we have invited some veteran diplomats, renowned scholars, diplomatic envoys and friends from the media. I thank all of you for attending the forum despite your busy schedules. Some of you have personally engaged in the establishment and development of the SCO. Some have insightful observations on many related issues after following and studying this Organization for years. I hope today we can have candid and deep-going exchanges. By way of introduction, I wish to share with you my observations and views to kick off a wonderful discussion.
10年來，上海合作組織從初創(chuàng)到成熟，從建章立制至高效運轉(zhuǎn)，在各個領(lǐng)域都取得了令人矚目的成就。
Ten years ago, the SCO was founded and institutional building just begun. Now it has turned into a mature and highly efficient organization and made remarkable achievements in various areas.
——政治上，成員國互信水平不斷提高。早在上海合作組織的前身“上海五國”時期，各方就在解決邊界問題、加強(qiáng)邊境軍事領(lǐng)域信任的過程中奠定了堅實的政治互信基礎(chǔ)，為各國人民消弭冷戰(zhàn)遺跡，開啟友好合作鋪平了道路。上海合作組成立后，成員國在獨立、主權(quán)和領(lǐng)土完整等核心利益問題上相互堅定支持，在國際和地區(qū)事務(wù)中密切配合，有效維護(hù)了共同利益。2007年8月締結(jié)的《成員國長期睦鄰友好合作條約》，進(jìn)一步將成員國人民“世代友好，永保和平”的夙愿以法律形式固定下來，成為本地區(qū)實現(xiàn)持久和平的重要保障。
On the political front, mutual trust among member states is constantly increasing. Even before the founding of the SCO, members of the "Shanghai Five", the predecessor of the SCO, had laid a solid foundation of political mutual trust in the process of addressing the boundary questions and enhancing confidence in the military field in border areas, thus paving the way for people in the region to overcome Cold War legacy and conduct friendly cooperation. Since the SCO was founded, member states have firmly supported each other on issues concerning such core interests as independence, sovereignty and territorial integrity. They have coordinated closely and effectively safeguarded their common interests on international and regional affairs. The Treaty on Long-term Good-Neighborliness, Friendship and Cooperation concluded in August 2007 has codified the common aspiration of the people of the member states to carry forward friendship and peace from generation to generation and served as an important safeguard for enduring peace in the region.
——組織建設(shè)方面，機(jī)制化和法制化建設(shè)進(jìn)展順利。建立起較完善的機(jī)制體系和運作機(jī)制，包括元首、總理、安全會議秘書、各部門負(fù)責(zé)人和國家協(xié)調(diào)員會議等多層次、寬領(lǐng)域會晤機(jī)制，以及秘書處和地區(qū)反恐怖機(jī)構(gòu)兩大常設(shè)機(jī)構(gòu)，擁有了作為一個高水平國際組織應(yīng)具備的各項要素和法律基礎(chǔ)，為未來發(fā)展打下了良好的根基。
As for organic development, smooth progress has been made in institutional building. The SCO has developed a fairly full-fledged institutional system and operational mechanisms, including a multi-tiered, wide-ranging meeting mechanism comprised of the heads of state meeting, heads of government meeting, security council secretaries meeting, heads of ministries and agencies meeting and national coordinators meeting, and two permanent agencies, namely, the Secretariat and the Regional Counter-Terrorism Structure. It has all the necessary elements and legal basis for a high-level international organization and enjoys a sound basis for future development.
——安全上，地區(qū)和平穩(wěn)定得到有力維護(hù)。上海合作組織成立伊始，成員國就在首次峰會上簽署了《打擊恐怖主義、分裂主義和極端主義上海公約》，將打擊“三股勢力”明確列為上海合作組織的重要任務(wù)。此后，各方又簽署了反恐怖主義公約、禁毒合作協(xié)議、合作打擊犯罪協(xié)定等多個安全合作文件，將合作范圍逐步擴(kuò)展到戰(zhàn)略安全、防務(wù)安全、執(zhí)法安全、信息安全、禁毒、反洗錢、打擊跨國有組織犯罪等廣泛領(lǐng)域，合作內(nèi)容迅速充實豐富。成員國定期舉行雙邊和多邊反恐演習(xí)，并在大型國際活動安保方面開展合作，為維護(hù)本地區(qū)和平穩(wěn)定發(fā)揮了巨大作用。
On the security front, regional peace and stability have been effectively safeguarded. The SCO member states singed the Shanghai Convention on Combating Terrorism, Separatism and Extremism at the very first SCO summit, which clearly identifies the fight against the "three forces" as the major task of the SCO. Since then, the member states have signed a number of other security cooperation documents, such as the SCO Convention Against Terrorism, the Anti-drugs Cooperation Agreement and the Agreement on Joint Fight Against Crimes. Thus the SCO cooperation has been gradually expanded and rapidly enriched in wider areas including strategic security, defense security, law enforcement security, information security, counter-narcotics, anti-money laundering and fight against transnational organized crimes. Member states have conducted bilateral and multilateral counter-terrorism exercises on a regular basis, collaborated on providing security for major international events, and played a huge role in upholding regional peace and stability.
——經(jīng)濟(jì)上，區(qū)域合作取得階段性進(jìn)展。上海合作組織成員國于2003年9月簽署《多邊經(jīng)貿(mào)合作綱要》，明確發(fā)展目標(biāo)，制定具體措施，積極挖掘潛力。各方大力開展經(jīng)貿(mào)、金融、能源、交通、通信、農(nóng)業(yè)等務(wù)實合作，共同抵御金融危機(jī)，應(yīng)對全球化挑戰(zhàn)，在實現(xiàn)貿(mào)易投資便利化、實施互聯(lián)互通項目方面取得了階段性進(jìn)展。中方先后承諾向其他成員國提供120多億美元優(yōu)惠貸款，有力推動了成員國之間的多雙邊務(wù)實合作。10年來，中國與上海合作組織成員國貿(mào)易額從121億美元提高到將近900億美元，同比增長7倍，高于同期中國對外貿(mào)易總額的増幅。與此同時，上海合作組織成員國已成為中國海外投資最重要、最優(yōu)先的區(qū)域之一。
On the economic front, progress has been made in regional cooperation. The SCO member states signed the Program of Multilateral Trade and Economic Cooperation in September 2003 to identify development goals, formulate specific measures and vigorously tap cooperation potential. All parties have actively engaged in practical cooperation in the fields of economy, trade, finance, energy, transportation, telecommunications and agriculture, worked together to tackle the financial crisis and meet the challenges brought by globalization, and made headway in trade and investment facilitation and projects to enhance interconnectivity. The Chinese side has pledged a total of over US$12 billion concessional loans to other member states, which has greatly boosted bilateral and multilateral practical cooperation among member states. Trade between China and other SCO member states has soared from US$12.1 billion to nearly US$90 billion in the past ten years, representing a 7-fold increase. Such trade growth is higher than that of China's total foreign trade during the same period. Meanwhile, SCO member states have become one of the most important and prioritized regions for China's outbound investment.
——人文領(lǐng)域，各國傳統(tǒng)友誼歷久彌新。上海合作組織高度重視人文領(lǐng)域合作，大力弘揚(yáng)和發(fā)展成員國間的傳統(tǒng)友好關(guān)系，奠定組織發(fā)展的民意基礎(chǔ)。成員國間在文化、教育、衛(wèi)生、科技、緊急救災(zāi)、體育、旅游等領(lǐng)域的合作不斷推進(jìn)，簽署了一系列合作文件。上海合作組織大學(xué)業(yè)已啟動，成為上海合作組織成員國開展教育領(lǐng)域合作的嶄新平臺。成員國間人員交往日益密切，各國人民應(yīng)成為“好鄰居、好伙伴、好朋友”的思想深入人心。
On the cultural front, the traditional friendships between member states have gone from strength to strength. With much emphasis on cultural cooperation and people-to-people exchanges, the SCO has carried forward and advanced the traditional friendships between member states, thus consolidating the popular support for its development. The SCO member states have constantly promoted their cooperation in culture, education, health, science, technology, disaster relief, sports, tourism and other fields, and signed a series of cooperation documents. The SCO University has been launched, becoming a new platform for SCO cooperation in education. People-to-people exchanges among member states have been closer. The concept that the people in this region should be "good neighbors, good partners and good friends" has been widely accepted.
——對外交往方面，組織國際地位和影響力不斷提升。上海合作組織的宗旨和原則得到國際社會普遍認(rèn)同，希望與上海合作組織建立合作關(guān)系的國家和國際組織越來越多。目前，上海合作組織已擁有4個觀察員國和2個對話伙伴國，與聯(lián)合國、獨聯(lián)體、東盟等地區(qū)和國際組織建立了合作關(guān)系，合作范圍不斷擴(kuò)大。上海合作組織還積極參與解決阿富汗問題，為加快阿富汗和平重建進(jìn)程作出了自己的貢獻(xiàn)。土庫曼斯坦總統(tǒng)、阿富汗總統(tǒng)多次應(yīng)邀出席組織峰會，充分顯示出上海合作組織對本地區(qū)不同類型國家的吸引力。憑借自身的努力，上海合作組織被聯(lián)合國認(rèn)定為處理本地區(qū)安全問題所有層面不可或缺的區(qū)域組織。
In external relations, the international standing and influence of the Organization has kept rising. The purposes and principles of the SCO have been widely endorsed by the international community. More and more countries and international organizations have shown desire to enter into cooperative relations with the SCO. The Organization now has four observers and two dialogue partners. It has established cooperative relations and expanded the scope of cooperation with regional and international organizations such as the United Nations, the Commonwealth of Independent States (CIS), and ASEAN. The SCO has taken an active part in addressing the issue of Afghanistan, and made its own contribution to an accelerated process of peace and reconstruction in Afghanistan. The presidents of Turkmenistan and Afghanistan attended the SCO summits several times upon invitation, which bespeaks SCO's appeal to different types of countries in this region. Thanks to its own efforts, the SCO has been regarded by the UN as an essential regional organization for addressing security in the region in all its dimensions.
上海合作組織之所以在短短10年內(nèi)，就由一個新生的區(qū)域合作組織成長為地區(qū)和平、穩(wěn)定、發(fā)展的建設(shè)性力量，最主要的原因，就在于它把互信、互利、平等、協(xié)商、尊重多樣文明、謀求共同發(fā)展的“上海精抻”作為成員國合作的基本準(zhǔn)則。它選擇的發(fā)展道路和合作方式符合全體成員國的共同利益，順應(yīng)了當(dāng)今世界和平、發(fā)展與合作的主流。上海合作組織的發(fā)展證明，歷史不會終結(jié)，文明可以交融。
Within a short span of ten years, the SCO has developed from an emerging regional organization for cooperation into a constructive force for regional peace, stability and development. The most important reason is that it takes the "Shanghai Spirit", featuring mutual trust, mutual benefit, equality, consultation, respect for diversified civilizations and pursuit of common development as the basic principle for cooperation. The development path and cooperation approach it has chosen serve the common interests of all member states, and accord with the general trend for peace, development and cooperation. The message proven by the development of the SCO is clear: the history will not end and different civilizations can converge.
我認(rèn)為，上海合作組織10年來的發(fā)展經(jīng)驗給了我們以下幾點深刻啟示：
In my view, the ten years' development of the SCO has given us the following inspirations.
一一睦鄰友好是基礎(chǔ)。上海合作組織主張成員國相互支持維護(hù)國家獨立、主權(quán)、領(lǐng)土完整的原則立場和努力，相互尊重各國根據(jù)本國國情自主選擇政治、經(jīng)濟(jì)、社會和文化發(fā)展道路的權(quán)利，互不干涉內(nèi)政，互不使用或威脅使用武力。恪守大小國家一律平等的民主原則，成員國真誠相待，在協(xié)商一致基礎(chǔ)上決定組織的所有事項，有力維護(hù)了成員國共同利益。
--Good-neighborly friendship is the basis. The SCO stands for mutual support of member states for each others' principled positions and efforts for national independence, sovereignty and territorial integrity, mutual respect for each others' rights to independently choose political, economic, social and cultural development paths suited to their national conditions, non-interference in each others' internal affairs and no use or threat of force. We in the SCO have strictly adhered to the democratic principle of equality among all countries, big or small, treated each other with sincerity, and made decisions on all SCO matters on the basis of consensus, thus effectively safeguarding the common interests of all the member states.
一一團(tuán)結(jié)互助是保障。針對國際和地區(qū)形勢的風(fēng)云變幻，影響本地區(qū)和平穩(wěn)定的各種外部沖擊，上海合作組織成員國并肩打擊“三股勢力”、維護(hù)地區(qū)安寧穩(wěn)定；攜手應(yīng)對國際金融危機(jī)，共克時艱；共同促進(jìn)國際和地區(qū)事務(wù)密切協(xié)作，一致發(fā)聲。堅信團(tuán)結(jié)就是力量，聯(lián)合才能自強(qiáng)。面對困難，同舟共濟(jì)，應(yīng)對挑戰(zhàn)，休戚與共，是我們堅持以集體力量營造良好發(fā)展環(huán)境的珍貴法寶。
--Unity and mutual assistance is the guarantee. In light of the changing international and regional landscapes as well as various external impact on regional peace and stability, SCO member states have fought side by side against terrorism, separatism and extremism to uphold tranquility and stability in the region. We have worked hand in hand in tackling the international financial crisis to tide over the difficulties. We have collaborated closely and spoken in one voice on international and regional affairs. We have held the conviction that strength comes from unity and development of one country comes from the cooperation between us all. In face of difficulties and challenges, we have weathered the storm together and shared weal and woe. This is our valuable asset, the ability to create an enabling environment for development through collective strengths.
一一互利共贏是核心。上海合作組織追求合作共贏、共同發(fā)展、共享繁榮。根據(jù)形勢變化和各國需求，不斷拓展合作領(lǐng)域，充實合作內(nèi)涵，發(fā)掘合作潛力，擴(kuò)大共同利益。根本目的是確保成員國民眾從合作中不斷受益，增強(qiáng)凝聚合作的經(jīng)濟(jì)社會基礎(chǔ)，為組織長遠(yuǎn)發(fā)展提供源源不斷的動力。
--Mutual benefit and win-win progress is the key. The SCO aims at common development and common prosperity through win-win cooperation. In response to the changing situation and the needs of each member state, the Organization has made sustained efforts to expand and enrich cooperation in order to fully realize cooperation potential and advance common interests. The fundamental purpose is to ensure that the people of SCO member states can enjoy continued benefits from such cooperation so as to solidify economic and social foundations for closer cooperation and generate an inexhaustible driving force for the long-term development of the Organization.
一一和平發(fā)展是旗幟。上海合作組織踐行以互信、互利、相互尊重、平等協(xié)商為核心的新安全觀，奉行開放、包容、透明和不針對任何第三方的原則，積極致力于同各方開展交流合作，致力于在國際地區(qū)事務(wù)中發(fā)揮建設(shè)性作用，致力于構(gòu)建持久和平、共同繁榮的和諧地區(qū)，致力于推動國際秩序朝更加公正合理的方向發(fā)展。
--Peaceful development is the banner. The SCO follows a new security concept featuring mutual trust, mutual benefit, mutual respect and consultation on an equal footing. It upholds the principles of openness, inclusiveness, transparency and non-targeting at any third party. It works to vigorously develop exchanges and cooperation with other parties, play a constructive role in international and regional affairs, build a harmonious region of enduring peace and common prosperity, and promote a more just and equitable international order.
上海合作組織10年發(fā)展所取得的巨大成就允許我們更加自信地說，成員國當(dāng)初成立組織的選擇是正確的，我們?yōu)榻M織規(guī)劃的發(fā)展道路是正確的，所秉持的宗旨是正確的。上海合作組織已發(fā)展成為歐亞大陸不可或缺的重要建設(shè)性力量，發(fā)展成為成員國可以信賴和倚重的區(qū)域合作組織。這項選擇，這條道路，這種精神，這個模式，理應(yīng)得到更好地延續(xù)和傳承。
The success story of the SCO in its 10-year development has given us more confidence to say that the choice we made 10 years ago to set up such an organization is correct, the path we have charted for its development is viable and the purposes pursued by this organization are right. The SCO has now become an indispensable and constructive force in Eurasia and a regional cooperation organization that its member states can trust and count on. This choice, this path, this spirit and this model should be carried forward in a better way.
同時，我們也要清醒地看到，今天的國際和地區(qū)形勢較10年前更加復(fù)雜多變，上海合作組織鞏固地區(qū)安全、促進(jìn)共同發(fā)展的任務(wù)更加艱巨。站在新的歷史起點上，我們要繼承和發(fā)揚(yáng)過去10年形成的優(yōu)良傳統(tǒng)和寶貴經(jīng)驗，找準(zhǔn)上海合作組織未來10年的發(fā)展方向，確保地區(qū)國家最大限度地從上海合作組織發(fā)展中獲益。
That said, we must be keenly aware that today's international and regional situations are much more complex and fluid than 10 years ago, in which the SCO faces a more arduous task of consolidating regional security and promoting common development. Standing at a new historical starting point, we need to carry forward and build on the fine traditions and valuable experience of the past decade, and chart the right course of the development of the SCO in the next 10 years to ensure that such cooperation can bring the maximum benefit to countries in the region.
我們認(rèn)為，今后10年，上海合作組織可從以下幾個方面入手深化合作，著重加強(qiáng)能力建設(shè)。
In our view, efforts should be made in the following aspects to deepen cooperation and strengthen capacity building of the SCO in the next 10 years.
第一，堅持不懈地加強(qiáng)政治互信，不斷提高應(yīng)對各種挑戰(zhàn)的能力。上海合作組織要在涉及成員國核心利益的問題上加強(qiáng)磋商與溝通，就重大國際政治、安全、經(jīng)濟(jì)、金融問題協(xié)調(diào)并制定共同立場，提高防范和處置危機(jī)的能力和效率。要在堅持協(xié)商一致原則的前提下，靈活務(wù)實地開展合作，更加重視落實成效，認(rèn)真完成好各項目標(biāo)和任務(wù)。
First, continue to strengthen political mutual trust and enhance the ability to meet various challenges. The SCO needs to step up consultation and communication on issues concerning the core interests of member states, coordinate and formulate common positions on major international political, security, economic and financial issues, and become more capable and efficient in preventing and managing crises. SCO cooperation should be carried out on the basis of consensus and in a flexible and pragmatic manner. More emphasis should be placed on concrete outcomes and fulfillment of various goals and tasks.
第二，堅持不懈地深化安全合作，有效增強(qiáng)抵御現(xiàn)實威脅的能力。維護(hù)本地區(qū)的和平、安全與穩(wěn)定是成員國面臨的首要任務(wù)和共同關(guān)切。上海合作組織要把握影響地區(qū)安全的核心問題與關(guān)鍵因素，建立更加完善的安全合作體系。要毫不懈怠地進(jìn)一步打擊“三股勢力”、毒品和跨國犯罪，保障國際信息安全。要定期舉行聯(lián)合反恐演習(xí)，擴(kuò)充安保合作機(jī)制，切實采取措施保護(hù)多邊交通、能源、通信基礎(chǔ)設(shè)施以及交通運輸工具的安全。
Second, continue to deepen security cooperation and effectively strengthen the ability to resist real threats. Maintaining peace, security and stability in the region is the top priority and shared concern of all SCO member states. The Organization needs to grab hold of the core issues and key factors affecting regional security and put in place a full- fledged system for security cooperation. It should spare no efforts in fighting against terrorism, separatism and extremism, drug trafficking and other transnational crimes and safeguarding global information security. It should hold joint counter-terrorism exercises regularly, expand the cooperation mechanism for security assurance and take concrete measures to ensure the security of multilateral transport, energy, telecommunications infrastructure and means of transportation.
第三，堅持不懈地推進(jìn)務(wù)實合作，全面提升可持續(xù)發(fā)展的能力。上海合作組織應(yīng)繼續(xù)推進(jìn)域內(nèi)交通、能源、通信基礎(chǔ)設(shè)施互聯(lián)互通和自由貿(mào)易安排，加強(qiáng)宏觀經(jīng)濟(jì)監(jiān)測，擴(kuò)大本幣結(jié)算，建立專門賬戶和開發(fā)銀行，設(shè)立能源和糧食安全合作機(jī)制，加強(qiáng)科技創(chuàng)新，加強(qiáng)非資源和民生領(lǐng)域合作，深入發(fā)掘應(yīng)對新危機(jī)和促進(jìn)可持續(xù)發(fā)展的動力。
Third, continue to advance practical cooperation and raise the capability for sustainable development in all aspects. The SCO should continue increasing inter-connectivity of transport, energy, telecommunications and other infrastructure in the region and advancing free trade arrangements. It should step up macroeconomic monitoring, expand the use of local currencies in trade settlement, and establish special accounts and development banks. It should put in place cooperation mechanisms for energy and food security, spur innovation in science and technology and strengthen cooperation in the non-resources sectors and areas essential to people's well-being. It should work harder to find driving forces for addressing future crises and promoting sustainable development.
第四，堅持不懈地擴(kuò)大人文交流，進(jìn)一步鞏固傳承世代友好的能力。上海合作組織應(yīng)建設(shè)教育、醫(yī)療服務(wù)網(wǎng)絡(luò)，加強(qiáng)文化和青年交流，開展旅游和體育合作，不斷豐富本地區(qū)人民的精抻食糧。中方支持建設(shè)上海合作組織預(yù)警救災(zāi)中心，提高救災(zāi)搶險能力。去年，50名吉爾吉斯斯坦受傷兒童在三亞接受中醫(yī)藥康復(fù)治療，取得良好療效。上海合作組織應(yīng)將利用傳統(tǒng)醫(yī)學(xué)手段進(jìn)行康復(fù)治療，特別是針對兒童的康復(fù)療養(yǎng)作為衛(wèi)生領(lǐng)域的長期示范項目。
Fourth, continue to expand people-to-people and cultural exchanges to cement and carry forward traditional friendship to future generations. The SCO should enrich the lives of the people in this region by developing networks of education and medical services, intensifying cultural and youth exchanges and conducting cooperation in tourism and sports. China supports the establishment of an SCO early-warning and disaster relief center to strengthen disaster rescue and relief capabilities. Last year, 50 injured Kyrgyz children received traditional Chinese therapy for rehabilitation in Sanya, Hainan Province, and the results were satisfactory. It is important for the SCO to set up a long-term public health demonstration project of using traditional medicine for rehabilitation and treatment of patients, especially children patients.

作為上海合作組織創(chuàng)始成員國，中方始終高度重視并以自身的積極參與推動組織發(fā)展。10年來，中方不斷加大對上海合作組織政治、經(jīng)濟(jì)和人文等領(lǐng)域投入，積極完善機(jī)制建設(shè)，多次為實施多邊交通、能源、通信網(wǎng)絡(luò)項目以及應(yīng)對國際金融危機(jī)提供大規(guī)模信貸支持，為成員國培訓(xùn)各領(lǐng)域?qū)I(yè)人才、為推動成員國共同發(fā)展做出了實際貢獻(xiàn)。中方對上海合作組織的政策是根據(jù)成員國共同利益作出的戰(zhàn)略選擇，不會因一時一事而改變。中方期待著各方在此次峰會上作出新的歷史性抉擇。相信在成員國共同努力下，峰會一定會取得圓滿成功。
As a founding member of the SCO, China has always placed high importance on and taken an active part in the development of the Organization. Over the past 10 years, China has increased its input in SCO political, economic and cultural cooperation and people-to-people exchanges and worked actively to improve its institutions. It has provided several big credit supports for the implementation of multilateral transport, energy, telecommunications network projects and the efforts against the international financial crisis, and helped to train various professionals of other SCO member states, making real contribution to the common development of all member states. China's policy towards the SCO is a strategic choice made in light of the shared interests of all member states and will not change because of any single event at a particular time. China expects all parties to make new and historic decisions at the upcoming summit. We believe that this summit will be a full success with concerted efforts of all member states.
今年6月阿斯塔納峰會結(jié)束后，中方將接任上海合作組織輪值主席。在此后一年中，中方將與其他成員國保持密切溝通，認(rèn)真設(shè)計年度計劃，周密籌備和組織重大活動，就組織框 架內(nèi)各領(lǐng)域合作積極提出設(shè)想和倡議，大力推動各方務(wù)實合作不斷向前發(fā)展，為組織下一個10年奠定良好開局。
After the Astana Summit in June, China will take on the rotating Chairmanship of the SCO. In the following year, we will stay in close communication with all other member states to carefully design the plan for the year and meticulously prepare for and organize major events. We will put forward ideas and initiatives on SCO cooperation in various fields and vigorously promote practical cooperation between member states. By so doing, we hope to kick off a good start for the development of the Organization in the next 10 years.
希望這次“藍(lán)廳論壇”能夠匯聚在座各位的智慧和力量，在總結(jié)歷史經(jīng)驗的基礎(chǔ)上，用心描繪出上海合作組織未來發(fā)展的藍(lán)圖。我想再次感謝今天出席活動的各位使節(jié)、專家學(xué)者 及各界代表，外交部愿與你們保持密切聯(lián)系和溝通，相信你們提出的寶貴建議必將有助于上海合作組織的日益蓬勃發(fā)展，有助于上海合作組織的合作不斷取得累累碩果。
We hope that today's Lanting Forum will benefit from your wisdom and strength, sum up past experience and on that basis draw a blueprint for SCO's future development. I wish to once again thank all the diplomatic envoys, experts, scholars, and representatives from various sectors for attending today's event. The Foreign Ministry will keep in close contact and communication with you to listen to your valuable suggestions, which, we believe, will help the SCO grow more robustly and conduct its cooperation more fruitfully.
