Statement by Ambassador Wu Ken, Head of the Chinese Delegation, at the General Debate of the Twenty-First Session of the Conference of State Parties to the Chemical Weapons Convention

首先，請(qǐng)?jiān)试S我代表中國(guó)代表團(tuán)對(duì)你當(dāng)選《禁止化學(xué)武器公約》締約國(guó)大會(huì)主席表示祝賀。中國(guó)代表團(tuán)愿與你和各國(guó)代表團(tuán)充分合作，推動(dòng)大會(huì)取得成功。我也愿對(duì)大會(huì)前任主席墨西哥大使愛德華多·伊瓦羅拉·尼科林閣下的卓越工作表示贊賞。

Please allow me, at the outset, to congratulate you, on behalf of the Chinese delegation, on your election as the Chairman of the Conference of States Parties to the Chemical Weapons Convention. The Chinese delegation is prepared to cooperate fully with you, and with all the other delegations, in making this session a success. I would also like to express my appreciation to your predecessor, His Excellency Ambassador Eduardo Ibarrola-Nicolin of Mexico for the excellent work which he has performed.

今年，在禁化武組織各成員國(guó)共同努力下，《禁止化學(xué)武器公約》履約工作繼續(xù)向前推進(jìn)，《禁止化學(xué)武器公約》和禁化武組織對(duì)維護(hù)全球和平與安全的重要意義進(jìn)一步凸顯。中國(guó)贊賞總干事艾哈邁德·尤祖姆居閣下及技秘處全體同事的專業(yè)素養(yǎng)和奉獻(xiàn)精神，感謝他們?yōu)橥七M(jìn)公約實(shí)施所做的大量工作。

This year, thanks to the joint efforts made by all the States Parties of the OPCW, the implementation of the Chemical Weapons Convention (CWC) has continued to press ahead. And the significance of the CWC and the OPCW for the safeguarding of global peace and security has been further highlighted. China wishes to commend the Director-General, His Excellency Ahmet üzümcü, and all the colleagues in the Secretariat for their professionalism and dedication, and thank them for the enormous amount of work which they have carried out in promoting the implementation of the Convention.

中方感謝總干事艾哈邁德·尤祖姆居閣下的全面介紹，贊同委內(nèi)瑞拉大使海法·埃薩米閣下代表不結(jié)盟運(yùn)動(dòng)和中國(guó)所做的發(fā)言。下面請(qǐng)?jiān)试S我進(jìn)一步闡述中方立場(chǎng)：

The Chinese delegation thanks the Director-General, His Excellency Ahmet üzümcü, for his comprehensive work report, and associates itself with the statement made by Her Excellency Ambassador Haifa Aissami of Venezuela on behalf of the NAM States Parties to the Chemical Weapons Convention and China. Now, please allow me to elaborate China’s position further.

第一，禁化武組織應(yīng)繼續(xù)堅(jiān)持不懈推進(jìn)化武銷毀工作。化武銷毀不僅是公約的核心宗旨和目標(biāo)，也是禁化武組織今后相當(dāng)長(zhǎng)一段時(shí)期的首要任務(wù)。禁化武組織應(yīng)繼續(xù)確保在這一領(lǐng)域的資源投入。有關(guān)化武擁有國(guó)應(yīng)按照公約及禁化武組織決策機(jī)構(gòu)相關(guān)決定，盡早完成銷毀工作。

Firstly, the OPCW should make continuous and relentless efforts to press CW destruction forward. CW destruction constitutes not only a core object of the Convention, but also the primary task of the OPCW for a very long time to come. The OPCW should continue to ensure its resources inputs in this regard. The CW possessor states concerned should work to complete their destructions at an early date in compliance with the Convention and the relevant decisions adopted by the policy-making organs of the OPCW.

同時(shí)，中方希望各成員國(guó)保持團(tuán)結(jié)，維護(hù)禁化武組織的權(quán)威、團(tuán)結(jié)和協(xié)商一致傳統(tǒng)，堅(jiān)持通過(guò)對(duì)話合作，最終實(shí)現(xiàn)敘利亞化武問(wèn)題的妥善解決。事實(shí)調(diào)查組、宣布評(píng)估小組、禁化武組織—聯(lián)合國(guó)聯(lián)合調(diào)查機(jī)制都要根據(jù)各自授權(quán)，繼續(xù)本著客觀、公正立場(chǎng)，以專業(yè)方式開展工作，在尊重當(dāng)事國(guó)主權(quán)的前提下，同敘利亞政府加強(qiáng)合作。

At the same time, it is China’s hope that States Parties will remain united, preserve the authority, unity and the tradition of consensus of the OPCW, and work to achieve eventually a proper solution to the issue of the Syrian CWs through dialogues and cooperation. The Fact-Finding Mission, the Declaration Assessment Team and the OPCW-UN Joint Investigative Mechanism should all continue to take an objective and impartial approach and conduct their respective work as mandated professionally, and that they will strengthen their cooperation with the Syrian government while respecting the sovereignty of the country involved.

第二，日本遺棄在華化學(xué)武器銷毀工作刻不容緩。日遺化武銷毀關(guān)乎公約核心宗旨和目標(biāo)，日遺化武一天不除，“無(wú)化武世界”崇高目標(biāo)就不能真正實(shí)現(xiàn)。日本侵華戰(zhàn)爭(zhēng)結(jié)束已70余年，但大量遺留的化武仍危害中國(guó)人民的生命財(cái)產(chǎn)和生態(tài)環(huán)境安全。日方未能在公約規(guī)定時(shí)限內(nèi)完成銷毀，責(zé)任完全在日方。中方敦促日方切實(shí)遵守禁化武組織執(zhí)理會(huì)相關(guān)決定，加大投入，確保按期完成銷毀。

Secondly, the destruction of the chemical weapons abandoned by Japan in China (Japanese ACWs) brooks of no further delay. Given the fact that the destruction of Japanese ACWs has a direct impact on the realisation of the core objects and purposes of the Convention, the lofty goal of building “a world free from chemical weapons” will never be truly attained so long as Japanese ACWs have not been eliminated. Although over 70 years have passed since the end of the Japanese War of Aggression against China, large quantities of Japanese ACWs are still endangering the Chinese people’s lives and properties and the ecological and environmental safety in China. Japan should bear the full responsibility for its failure to complete the destruction according to the timeline under the Convention. China urges Japan to implement faithfully the relevant decision adopted by the Executive Council (Council) of the OPCW and increase its inputs in the process, so as to ensure the completion of the destruction as scheduled.

中方作為領(lǐng)土國(guó)，本著建設(shè)性姿態(tài)，為推動(dòng)處理日遺化武問(wèn)題做了大量努力，承擔(dān)著巨大的政治、社會(huì)壓力，包括同意在中國(guó)境內(nèi)銷毀日遺化武等，最大限度顯示了靈活與合作。令人遺憾的是，日方在今年7月第82屆執(zhí)理會(huì)上明確表示，無(wú)法按照第67屆執(zhí)理會(huì)通過(guò)的決定完成2016年日遺化武銷毀階段性目標(biāo)。這將是日方繼2007年、2012年后，日遺化武銷毀第三度逾期。日方時(shí)至今日仍未就逾期后的日遺化武銷毀計(jì)劃與中方達(dá)成一致，中方對(duì)此表示嚴(yán)重關(guān)切。禁化武組織應(yīng)關(guān)注日遺化武銷毀逾期問(wèn)題，締約國(guó)大會(huì)須維護(hù)執(zhí)理會(huì)決定的權(quán)威性和有效性，對(duì)日遺化武銷毀逾期表達(dá)關(guān)切，敦促日方盡快在2016年年底前就后續(xù)銷毀計(jì)劃與中方達(dá)成一致，并要求執(zhí)理會(huì)繼續(xù)關(guān)注中日雙方就銷毀計(jì)劃磋商的進(jìn)展。

As the territorial state, China has taken a constructive approach and made a great deal of efforts for facilitating the resolution of the issue of Japanese ACW. For this purpose, China has brought on itself considerable political and social pressures. Such efforts include its consent to Japan carrying out the destruction of Japanese ACWs in China, which is the best demonstration of China’s flexibility and cooperation. It is regrettable, however, that Japan stated explicitly at the 82nd session of the Council of the OPCW that it would be unable to meet the phased target for the destruction of Japanese ACWs by the end of 2016, as specified by the decision adopted by the Council at its 67th session. This represents the third time, after defaulting on the deadline both in 2007 and 2012, that Japan fails to fulfil its task according to the schedule laid down for the destruction of Japanese ACWs. To this day, Japan has not yet reached agreement with China on a destruction plan beyond the set timeframe. China expresses hereby its grave concern over this situation. The OPCW ought to pay high attention to the delayed destruction of Japanese ACWs. And the Conference must uphold the authority and validity of the Council decision, express its concern over the delay, urge Japan to reach agreement with China on a subsequent destruction plan before the end of 2016, and ask the Council to remain seized of the progress in the discussion between China and Japan on the destruction plan.

在此，中方也希望禁化武組織繼續(xù)確保對(duì)日遺化武的核查資源投入，繼續(xù)堅(jiān)持通過(guò)執(zhí)理會(huì)、締約國(guó)大會(huì)和審議大會(huì)，對(duì)日遺化武問(wèn)題進(jìn)行審議和監(jiān)督。中方歡迎禁化武組織執(zhí)理會(huì)于2017年派代表團(tuán)訪問(wèn)日遺化武設(shè)施，考察日遺化武銷毀工作。

On this occasion，China also expresses its hope that the OPCW will continue to ensure resources inputs in its verification regarding Japanese ACWs, and maintain its deliberations on and monitoring of the issue of Japanese ACWs through the Council, the Conference and the Review Conference. China welcomes a visit to be paid by an OPCW Executive Council delegation in 2017 to Japanese ACWs destruction facilities in China, with a view to examining the work of the Japanese ACWs destruction.

第三，禁化武組織未來(lái)發(fā)展是本組織的一項(xiàng)重要議題。明年我們將迎來(lái)公約生效20周年，中方很高興地看到“未來(lái)發(fā)展問(wèn)題開放式工作組”工作順利啟動(dòng)，贊賞工作組共同主席所做工作。中方希望工作組繼續(xù)遵循成員國(guó)主導(dǎo)、協(xié)商一致、決策機(jī)構(gòu)決定的原則，公開透明開展工作，在充分照顧各方利益、共同謀劃、博采眾長(zhǎng)的基礎(chǔ)上，早日拿出成果，提交公約第四次審議大會(huì)審議。

Thirdly, the future development of the OPCW represents an important topic of this Organization. Next year, we will celebrate the 20th anniversary of the entry into force of the Convention. China was very pleased to see the successful initiation of the work of the Open-Ended Working Group on the Future Priorities of the OPCW, and commends its co-chairpersons for their work. China hopes that the working group will continue to follow the principles of letting States Parties take the dominant role and the policy-making organs make decisions and having consensus, and work openly and transparently, and that, on the basis of giving due consideration to the interests of all parties, making plans collectively and pooling together the wisdom from all sides, it will produce results at an early date, so as to submit them to the Fourth Review Conference for consideration.

第四，禁化武組織應(yīng)重視發(fā)展中國(guó)家正當(dāng)權(quán)益和合理訴求，不斷深化國(guó)際合作。國(guó)際合作是公約重要支柱之一，對(duì)公約的全面有效實(shí)施意義重大。禁化武組織應(yīng)重視和回應(yīng)發(fā)展中締約國(guó)需求，保證國(guó)際合作資源投入，統(tǒng)籌優(yōu)化國(guó)際合作項(xiàng)目，進(jìn)一步探討充分促進(jìn)化學(xué)品、設(shè)備和科技資料國(guó)際交流的解決辦法。中方贊賞技秘處和有關(guān)締約國(guó)在國(guó)際合作方面所做的努力，愿與各方一道，為切實(shí)落實(shí)公約相關(guān)條款和2011年第16屆締約國(guó)大會(huì)通過(guò)的相關(guān)決定發(fā)揮積極作用。

Fourthly, the OPCW should attach importance to the developing nations’ legitimate rights and interests and reasonable desires, and work to intensify international cooperation constantly. As a key cornerstone of the Convention, international cooperation is of great importance to the full implementation of the Convention. The OPCW should pay attention and respond to the requirements of the States Parties which are developing nations, ensure its resources inputs in the area of international cooperation, plan overall and optimize international cooperation programmes, and further explore ways to promote fully international exchanges of chemicals, equipment and scientific and technical information. China commends the Secretariat and the States Parties concerned for their efforts for fostering international cooperation, and is ready, alongside all other parties, to play an active role in enhancing the effective implementation of the relevant provisions of the Convention and the particular decision adopted by the Conference at its 16th Session in 2011.

Mr. Chairman,

中國(guó)一貫支持公約宗旨和目標(biāo)，認(rèn)真履行各項(xiàng)義務(wù)。作為公約第六條項(xiàng)下宣布設(shè)施數(shù)量最多的締約國(guó)，中方迄今共接待禁化武組織各類視察近450次，今年，中國(guó)已接待視察36次，其中工業(yè)視察26次，日遺化武視察10次。6月，中方與禁化武組織在華聯(lián)合舉辦了化學(xué)品貿(mào)易政策和出口控制研討會(huì)。

China has consistently supported the objects and purposes of the Convention, and fulfilled all the obligations under it in earnest. As the State Party with the largest numbers of declared facilities under Article VI of the Convention, China has, up to date, received close to 450 OPCW inspections of all categories, with 36 already carried out this year alone, of which there were 26 industry inspections and 10 Japanese ACW inspections. Last June, China and the OPCW jointly held in China a workshop on chemical trade policy and export control.

明年，中方將繼續(xù)與禁化武組織技秘處保持密切合作，共同舉辦化學(xué)援助與防護(hù)培訓(xùn)班和醫(yī)學(xué)培訓(xùn)班等項(xiàng)目，歡迎感興趣的締約國(guó)參加。中方希望通過(guò)舉辦研討會(huì)、培訓(xùn)班、雙邊交流等多種方式，積極協(xié)助其他國(guó)家提升履約能力，并愿為推進(jìn)公約普遍性、有效性貢獻(xiàn)力量。中國(guó)將一如既往積極支持總干事和技秘處工作，加強(qiáng)雙方合作，為推進(jìn)無(wú)化武世界進(jìn)程作出共同努力。

Next year, China will carry on with its close cooperation with the Secretariat of the OPCW, and will jointly hold a training course on assistance and protection against CWs, as well as a medical training course. Interested States Parties are most welcome to participate. Through seminars, training courses and bilateral exchanges, China hopes to assist other States Parties actively in enhancing their capabilities for implementing the Convention. And China is prepared to contribute to the promotion of the universality and effectiveness of the Convention. As always, China will continue to support the DG and the Secretariat in their work and strengthen the bilateral cooperation, in a joint effort to advance the process of the realization of a world free from CWs.

Now, with your permission, Mr. Chairman, I would like to pass the floor to Mr. Enoch Yuen, Assistant Director-General of the Trade and Industry Department of the Hong Kong Special Administrative Region of the People’s Republic of China. He will brief the Conference on the efforts made and measures taken by the Hong Kong Special Administrative Region for implementing the Convention.
