the german invasion of poland in 1939 filled neighbouring lithuania with jewish refugees, who needed transit visas to escape from hitler's advancing troops. but no government was willing to issue them.
chiune sugihara, a japanese consul in lithuania, decided to help the refugees against the express orders of his government. from july to august 1940, he wrote and issued to the refugees more than 300 visas a day. finally, tokyo told him to leave lithuania. according to witnesses, he was still writing visas after boarding the train, throwing them out of the window into the crowd of refugees even as the train pulled out.
