3. 對于國家而言，普及教育可以提高國民的基本素質，幫助更多的學生為升入大學打下堅實的基礎。基礎教育的成功是高等教育發展的堅實基礎，因此，基礎教育發展，國家才能培養優秀人才，人才可以為國家的發展提供注入新鮮活力，提高國家在國際舞臺的競爭力。
