Weekly Address: A Path Towards a Thriving Middle Class (January 31, 2015)

奧巴馬每周電視講話：總統(tǒng)提出幫助中產(chǎn)階級(jí)繁榮經(jīng)濟(jì)

Hi, everybody.

大家好!

At a moment when our economy is growing, our businesses are creating jobs at the fastest pace since the 1990s, and wages are starting to rise again, we have to make some choices about the kind of country we want to be.

當(dāng)前我們的經(jīng)濟(jì)發(fā)展走勢(shì)良好，我們的企業(yè)也正創(chuàng)造著超過上世紀(jì)90年代最高水平的工作機(jī)遇，而且工資也開始上漲，但我們要選擇一下我們國家需要什么樣的未來。

Will we accept an economy where only a few of us do spectacularly well?

我們是接受一個(gè)只有利于極少數(shù)富人的經(jīng)濟(jì)呢？

Or will we build an economy where everyone who works hard has a chance to get ahead?

還是致力于打造一種每個(gè)辛勤付出的人都能獲得成功機(jī)會(huì)的經(jīng)濟(jì)呢？

That was the focus of my State of the Union Address-middle-class economics.

這是我的國情咨文重點(diǎn)關(guān)注的內(nèi)容:即中產(chǎn)階級(jí)的經(jīng)濟(jì)發(fā)展方式。

The idea that this country does best when everyone gets their fair shot, everyone does their fair share, and everyone plays by the same set of rules.

這樣的想法是所有人都能得到公平的機(jī)會(huì)，承擔(dān)共同的責(zé)任，遵守同樣的規(guī)則，我們的國家就會(huì)發(fā)展的最好。

This week, I will send a budget to Congress that's built on those values.

而在本周我將向國會(huì)提交一份基于上述觀點(diǎn)的預(yù)算方案。

We'll help working families' paychecks go farther by treating things like paid leave and child care like the economic priorities that they are.

我們要采取提供帶薪休假、兒童保障等措施幫助工薪家庭，這些事會(huì)成為我們經(jīng)濟(jì)發(fā)展的重中之重。

We'll offer Americans of every age the chance to upgrade their skills so they can earn higher wages, with plans like making two years of community college free for every responsible student.

And we'll keep building the world's most attractive economy for high-wage jobs, with new investments in research,infrastructure,manufacturing, and expanded access to faster internet and new markets.

We can afford to make these investments.

這些都是我們能夠承擔(dān)的投資。

Since I took office, we've cut our deficits by about two-thirds-the fastest sustained deficit reduction since just after the end of World War II.

自從我主政以來，我們將財(cái)政赤字削減了2/3，這是自二次世界大戰(zhàn)以來最快的赤字持續(xù)削減。

We just have to be smarter about how we pay for our priorities, and that's what my budget does.

It proposes getting rid of special interest loopholes in our tax code, and using those savings to cut taxes for middle-class families and reward businesses that invest in America.

該方案建議消除稅法中有利于特殊利益集團(tuán)的漏洞，利用節(jié)省下來的錢為中產(chǎn)家庭減稅，鼓勵(lì)在美國投資的企業(yè)。

It refuses to play politics with our homeland security, and funds our national security priorities at home and abroad.

And it undoes the arbitrary, across-the-board budget cuts known as “the sequester” for our domestic priorities, and matches those investments dollar-for-dollar in resources our troops need to get the job done.

并消除對(duì)國內(nèi)優(yōu)先事項(xiàng)的絕對(duì)的、全面的預(yù)算削減，也就是常說的“隔離政策”，將每一分錢投到需要的地方，讓我們的軍隊(duì)擁有必要的資源完成他們的工作。

Now, I know that there are Republicans in Congress who disagree with my approach.

當(dāng)下，我知道國會(huì)的一些共和黨人并不同意我的方案。

And like I said in my State of the Union Address, if they have ideas that will help middle-class families feel some economic security, I'm all in to work with them.

正如我在國情咨文中所說的，如果他們有合適的建議，可以幫助中產(chǎn)家庭獲得經(jīng)濟(jì)上的安全感，我會(huì)全力配合他們。

But I will keep doing everything I can to help more working families make ends meet and get ahead.

Not just because we want everyone to share in America's success-but because we want everyone to contribute to America's success.

這不僅僅是因?yàn)槲覀兿胱屆總€(gè)人都分享美國成功的成果，更是因?yàn)槲覀兿Ｍ總€(gè)人都能為美國的成功貢獻(xiàn)自己的力量。

That's the way the middle class thrived in the last century-and that's how it will thrive again.

這正是上個(gè)世紀(jì)中產(chǎn)階級(jí)發(fā)展壯大的方式，也是將來其發(fā)展壯大的方式。
