when the germans started bombing london in 1940, many londoners turned to the underground system as a place of refuge. worried that civilians might succumb to a"deep shelter" mentality and give up on the war effort, the government was reluctant to allow the use of tube stations as air-raid shelters. however, there was nothing to prevent anyone buying the 12d ticket(the cheapest fare) and waiting out a raid.
people started going down as early as 11.30 am to claim a place for the night. by five o'clock, tube users had to step between rows of men, women and children who were eating, drinking, reading the papers or sleepi ng. but the tube stations were not absolutely safe. on 14 october 1940, a bomb penetrated the road and tunnel at balham tube station, and killed 68 people.
